According to BBC Sport, the FA is finding it difficult to prove City’s claims.

The Liverpool boss did not mention race, ethnicity, nationality or culture and only spoke about the financial strength of the three clubs and nothing else.
It was nothing short of disconcerting when City’s accusations of xenophobia were first heard and it appears it was a clear attempt to divert attention from the reality of City Group’s poor human rights record and sports laundering tactics.
